CAR ALLOWANCE REBATE SYSTEM - CARS
US government program allowing individuals to trade in used automobiles which failed to meet government-specified standards of fuel economy in turn for a discount off the purchase of five-plus-year lease of a newer and more fuel-efficient vehicle. Undertaken by the Obama administration, it started in 2009 and ended shortly because it became so popular that funds ran out fastly.
