CERTIFICATE OF INDEBTEDNESS
Short-term fixed income security once issued by the US Treasury with a coupon. It was an "I owe you" (IOU) note from the US government, giving certificate holders a return of their funds with a fixed coupon. The United States stopped issuing such certificates and replaced those with short-term t-bills in 1981.
