GROSS REVENUE PLEDGE
Stipulation in a municipal bond indenture obligating the bond issuer, normally municipality releasing the bonds to finance a specific development project, to use revenues to pay down debt-servicing costs first, designating operating expenses as the second priority, and possibly financing those from other revenue sources. At federal level, these are frequently tax-free.
