MATCHED SALE-PURCHASE AGREEMENT - MSPA
An agreement by which the Federal Reserve sells US securities (US Treasuries) to another government's central bank or institutional dealer, or central bank of another country. The arrangement states the US government will purchase the security back at its selling price within a short period of time, typically less than two weeks. During the matched sale-purchase agreement, banking reserves decrease.
