STAGGERS ACT
Staggers Act is the federal law sponsored by and named after the chair of the House Interstate and Foreign Commerce Committee, Harley Staggers. The Staggers Act was passed in 1980 with the purpose of replacing the American rail shipping system. The act deregulated the American railroad industry.
