DOLLAR SHORTAGE
Situation in which a country has insufficient supply of US dollar to be used in international trade. One way a nation can amass dollar is to export more products paid in dollars. But many countries are net importers, hence they do not naturally accumulate enough dollar through balance of payments. Countries with dollar shortage may request assistance from the United States for temporary liquidity.
