London Interbank Offer Rate in euros, the interest rate banks offer for huge short-term loans denominated in euros. The rate is set once a day by a small group of big London banks but fluctuates within the trading day. The market makes it easier for banks to keep liquidity requirements since they can quickly borrow from each other with surpluses.
