IRRATIONAL EXUBERANCE
Refers to an unsustainable investor enthusiasm that glides asset prices up to levels that are not backed by fundamentals. The phrase was said to have been used by then Federal Reserve Chairman Alan Greenspan in his speech, The Challenge of Central Banking in a Democratic Society, in 1996. Greenspan noted low inflation cuts down investor uncertainty, lessens risk premiums, and denotes higher stock market returns.
