MARKET IS OFF
A familiar phrase which means the stock market or a major market index that trades lower than some certain point in the past. It could be compared by looking at the previous trading day’s closing level, last month’s closing level, or last year’s closing level. When reporters say "market is off", they are usually referring to the Dow Jones Industrial Average.
