Interest rate utilized as the reference point where a mortgage lender won’t pay the rebate or oblige discount points. It also means the lender will pay another lender the standard value, that is 100% of the mortgage’s primary balance, for a mortgage that exists. The lender will pay a premium for mortgages with interest rates higher than the norm rate and discount for loans with interest rates lower than the norm rate.
