CAP AND TRADE
A regulatory method which is intended to decrease particular types of pollution and emissions and to support firms with an earning incentive to cut their pollution levels more swift than their counterparts. Under a cap-and-trade program, a restriction (or "cap") on particular kinds of pollutants or emissions is created, and firms are allowed to merchandise (or "trade") the unused part of their restriction to other firms that are having a hard time to comply.
