BAIT AND SWITCH
A malicious marketing tactic wherein a marketer advertises a very attractive offer which is really only intended to be a teaser and stir customers. After a customer comes into an office or store to inquire about the advertised rate/price (the "bait"), the advertiser will try to sell the customer a more expensive good (the "switch").
