NAKED SHORTING
Naked Shorting is considered illegal because it gives manipulators an opportunity to force the stock prices down without regards for normal stock supply/demand patterns. Traders usually should borrow a stock, or determine that it can be borrowed before they sell it short. But naked shorting continues to occur due to various gaps in the rules and inconsistencies between paper and electronic trading systems.
